Congressional offices faced chronic loss of institutional knowledge due to high staff turnover, fragmented IT systems, and the absence of a formal mechanism to preserve legislative records—creating policy inconsistency, operational risk during emergencies, and permanent loss of historical material.

Role

I originated the concept, secured funding, led development, and implemented the system end-to-end.

Actions

I designed and led delivery of an enterprise knowledge management and collaboration platform that consolidated document storage, search, workflow, and permissions into a single browser-based system. The platform standardized how staff created, reviewed, approved, and accessed documents while integrating seamlessly with existing desktop and office productivity tools.

  • Achieved 100% staff adoption by replacing local and shared file storage with a single default document system

  • Enabled full remote access and continuity-of-operations capability years before cloud computing became mainstream
  • Automated document versioning, review, approval, and notification workflows across legislative, press, and administrative teams
  • Avoided approximately $40K–$50K in projected six-year infrastructure refresh costs by eliminating legacy file services
